Request for Proposals: Rooted in New Mexico (RiNM) Program Administrator 

The New Mexico Health Care Authority (HCA) is issuing this Request for Proposals (RFP) to solicit competitive, sealed proposals from qualified Offerors to provide program administration and implementation support for Rooted in New Mexico (RiNM), a workforce-focused initiative within New Mexico's Rural Health Transformation (RHT) Program.

RiNM is intended to build and sustain a rural, frontier, and Tribal health workforce by strengthening pathways into health careers; expanding education, training, apprenticeship, residency, and clinical learning opportunities; increasing rural training capacity; supporting workforce recruitment and retention; and advancing innovative workforce solutions that improve access to health care services in rural, frontier, and Tribal communities.

Applications must be submitted electronically through Submittable by the deadline identified. A submission that is not fully complete and submitted by the deadline may be deemed late or incomplete and may be excluded from review.

Submission Instructions 

  • All proposals must be submitted electronically via Submittable by the deadline.
  • The system will time-stamp submissions and automatically close at the exact deadline -- please allow sufficient time for uploads. 
  • Proposals submitted via fax, email, or other means outside of Submittable will not be accepted. 
  • Incomplete or late submissions (including those delayed by antivirus/security software or file upload errors) will be deemed non-compliant
