Request for Proposal (RFP) #27-630-1000-0003: Center for Rural Health Sustainability & Innovation (CRHSI)
The New Mexico Health Care Authority (HCA) is issuing this Request for Proposals (RFP) to solicit competitive, sealed proposals from qualified Offerors to establish and operate the Center for Rural Health Sustainability & Innovation (CRHSI) in support of the Rural Health Transformation (RHT) Program, beginning as early as August 1, 2026.
This procurement will establish a contract through competitive negotiations and will follow the timeline outlined in the RFA. All proposals must be submitted electronically through HCA’s Submittable system. Hard copy submissions will not be accepted. Carefully review the deadlines and requirements in the RFP to ensure your submission is complete and received on time. In accordance with state procurement statutes, no late proposals can be accepted.

Submission Instructions
- All proposals must be submitted electronically via Submittable by June 4, 2026 at 5:00PM MST.
- The system will time-stamp submissions and automatically close at the exact deadline—please allow sufficient time for uploads.
- Proposals submitted via fax, email, or other means outside of Submittable will not be accepted.
- Incomplete or late submissions (including those delayed by antivirus/security software or file upload errors) will be deemed non-compliant.
